A significant transformation occurred in 1978 when the institution's mandate was further expanded to include the awarding of both one-year certificates and associate degrees in technology. On July 1, 1983, Tri-Cities State Tech underwent a pivotal change in governance, becoming part of the State University and Community College System of Tennessee under the Tennessee State Board of Regents. This transition solidified its position within the state's higher education framework.
