The Closing of Pittsburgh Technical College: Details and Implications
Pittsburgh Technical College (PTC), an institution with a history spanning nearly 80 years, is slated to close. The closure, announced by the Pittsburgh Technical College Board of Trustees, has significant implications for students, faculty, staff, and the broader community. This article delves into the details surrounding the closure, the reasons behind it, and the resources available to those affected.
Reasons for Closure
The news release from the Pittsburgh Technical College Board of Trustees cited several factors contributing to the college's closure. These include declining enrollment, market pressures, and inflation. The release specifically mentions that these challenges have been exacerbated "due, in part, to the global pandemic and changing views of higher education." The board stated that it had considered other options, including mergers and partnerships, to avoid a closure, but ultimately determined that long-term fiscal stability was no longer possible.
Former PTC President Greg DeFeo cast doubts on the official closure narrative. He blamed the closure squarely on the enrollment collapse, which he said was caused by the current administration and cost the college $40 million in lost revenues.
Accreditation and Show Cause
The Middle States Commission on Higher Education (MSCHE), PTC's accreditor, had raised concerns about the college's compliance with accreditation standards.
In March, the college received a warning from MSCHE, which raised concerns about its failure to meet standards for ethics and integrity.

In June, MSCHE took several actions regarding Pittsburgh Technical College:
On June 6, 2024, MSCHE required the institution to show cause, by June 28, 2024, to demonstrate why its accreditation should not be withdrawn because of insufficient evidence that the institution is in compliance with Standard II (Ethics and Integrity), Standard VI (Planning, Resources, and Institutional Improvement), and Standard VII (Governance, Leadership, and Administration); and because the institution is in danger of imminent closure. The institution remained accredited while on show cause.
On June 6, 2024, MSCHE rejected the teach-out plan requested by the Commission action of March 14, 2024, because the quality and substance of the teach-out plan were insufficient to permit Commission review.
On June 10, 2024, MSCHE Staff acted on behalf of the Commission to acknowledge receipt of the institution's notification on June 10, 2024, of its intention to cease instruction at all locations on June 27, 2024.
MSCHE required that the institution submit a substantive change request for institutional closure by June 21, 2024, as required by the Commission's Substantive Change Policy, Procedures, and Guidelines.

MSCHE reminded the institution of its obligation to plan for orderly closure.
MSCHE noted that the show cause report was no longer due because the institution was closing.
On August 1, 2024, the Commission acted to note the institutional closure of Pittsburgh Technical College, effective June 27, 2024, the date that instruction ceased, with June 28, 2024, as the first full date of closure. The institution closed while on show cause. Accreditation for the institution and all of its locations ceased effective August 9, 2024. As of August 10, 2024, Pittsburgh Technical College was no longer accredited by the Middle States Commission on Higher Education.
Teach-Out Agreements and Transfer Options
To assist students in completing their programs of study, PTC established teach-out agreements with other colleges and universities. These agreements allow students to transfer their credits and continue their education at another institution.
On August 1, 2024, MSCHE approved the teach-out agreements with:

Financial Implications and Refund Claims
Pittsburgh Technical College has officially closed and entered receivership under a consent order issued by the Court of Common Pleas of Allegheny County. In coordination with Pennsylvania state authorities, students who paid deposits for classes or services that were not provided will receive instructions on how to file refund claims.
These claims must be submitted to the appointed Receiver, Meridian Management Partners, no later than April 4, 2025. Eligible students may receive repayment from a special fund established by the College to protect student creditors. Other creditors, as well as students not eligible for reimbursement from the special fund, must also file claims by April 4, 2025. The Receivership Order appoints Meridian Management Partners as the Dissolution Receiver.
Impact on Students and Employees
The closure of Pittsburgh Technical College has a significant impact on both students and employees. Students are faced with the challenge of transferring to another institution to complete their education. Employees are losing their jobs and must seek new employment opportunities.
For students with federal student loans, there may be an obligation to repay your loan under certain circumstances. These circumstances may include federal student loans, and Perkins Loans
Allegations of Mismanagement
The closure of PTC has been accompanied by allegations of financial mismanagement and misconduct against the college's president. These allegations include claims that the president spent college money for personal benefit.
Last fall the Board of Trustees resigned en masse after the faculty and staff voted no confidence in the president in July. An investigation by an outside law firm in September raised concerns about financial decisions the president made, some of which personally benefited her.
Local media reported that the Pennsylvania Attorney General’s office has also opened an investigation into complaints about financial mismanagement at the college.
