Parking Permits: Who Needs Them and When?

A key aspect of parking at Saddleback College is the requirement for parking permits. It's crucial to understand when these permits are needed to avoid citations.

Permit Requirements:

  • Parking permits are required Monday through Sunday at all times. This includes semester and annual permits for students and staff, which are also valid at Irvine Valley College (IVC) and the Advanced Technology Education Park (ATEP).

  • There is no grace period at IVC. Parking regulations and state laws are enforced 24 hours a day, 7 days a week.

  • NOTE: There is no physical parking permit for the SC campus.

Updating Vehicle Information

Parking for Students with Disabilities

California Education Code 67301 addresses parking for disabled students.

  • Disabled students, as well as those who transport disabled students, are required to buy a parking permit for the college they attend.
  • Consistent with that policy, disability accommodations will be provided as needed for program access, upon request. Department of Education.

Contesting Citations

If you receive a parking citation and believe it was issued in error, you have the right to contest it.

  • You can do this by filing an Initial Administrative Review ONLINE or at CP 100.
  • Failure to respond to the notice will result in a hold being placed on the vehicle registration through the Department of Motor Vehicles, and a late fee will be applied.
  • If you accumulate five or more unpaid citations at any time, your vehicle(s) may be subject to immobilization and/or impoundment until you pay the citations, penalties, and impound fees in full.

Payment Plans for Citations

California Assembly Bill No. addresses payment plans for vehicle citations.

  • A registered owner (CVC 460, 505) or person responsible for vehicle citations received on Saddleback College property shall be eligible to enroll in a payment plan when they have two or more unpaid parking citations or a single citation of at least $250 from a single Campus Police agency.
  • SOCCCD is comprised of two separate Campus Police Departments (Saddleback College Police Department and Irvine Valley College Police Department) Payment plans are specific to each college.
  • Once this threshold is met, any citations associated with this vehicle, registered owner, or person responsible may be added to the payment plan, at the time of enrollment.
  • Applied late fees, as well as any late fees not yet applied, will be placed in abeyance while the payment plan is in place. If an individual defaults on the payment plan, a subsequent payment plan will not be offered for those citations and any late fees placed in abeyance will be immediately reinstated.
  • At plan enrollment, an initial payment of 10% of the amount owed (This 10% goes toward the total amount due), plus the $25 enrollment fee (This fee does not go toward the amount due), is required.
  • Credit cards are not accepted.

Important Parking Regulations

Beyond permits, several regulations govern parking on campus to ensure safety and efficient use of space.

Parking Backwards:

  • A regulation prohibiting a vehicle parked backwards in a stall or a regulation requiring that a vehicle is parked heading into a stall means that a vehicle parked in a stall must be facing forward toward the front of the stall and not pointed towards the aisle or lane.
  • The position of the vehicle in the stall is what determines if a vehicle is parked backwards, not how the vehicle entered the stall, either by backing in or pulling through to the next stall.
  • This regulation exists at every community college in Orange County and can be found in Administrative Regulation 6750, Section 5(N) at IVC.

Reasons for the Regulation:

  • Safety: Reverse lights on vehicles are an international standard and give warning to other drivers and pedestrians of the driver’s intent to back out of the stall. Drivers who pull out of stalls tend to drive forward out of the stall at greater speeds than if they were cautiously backing out.
  • Property: The South Orange County Community College District does not want its property or the property of others damaged by drivers backing their vehicles into parking stalls.
  • Congestion: All vehicles parking the same way decrease traffic congestion in the lots. Backing into a stall takes longer than pulling forward into a stall and can cause backup in the aisles or lanes while other drivers wait.

Overnight Parking:

  • Prior special approval is required for vehicles left on campus between 11 pm and 6 am.
  • You must contact campus police at 949-451-5200 prior to your vehicle staying on campus late or overnight.

Day Parking and Metered Parking Options

For those who do not require a full-time parking permit, Saddleback College offers alternative options.

  • Day Parking Permits: Day parking permits can be purchased for $5 at parking permit machine locations in the north end of Lot 10, north end of Lot 5A, east end of Lot 5B near the tennis courts and baseball field, Lot 4 in front of the campus pool, Lot 1 (from Avery Parkway entry) across from the football stadium, Lot 1A in front of the Stadium stairs, and the center of Lot 12.
  • Timed Metered Parking: Timed metered parking is available in Lot 9 and Lot 7A for $1 per hour.

Transportation Options

Saddleback College is accessible via various transportation methods, including bus routes and shuttle services.

  • Bus Service: The Orange County Transportation Authority (OCTA) has two north-south bus routes, 85 (Mission Viejo to Laguna Niguel) and 91 (Laguna Hills to San Clemente), that stop at Saddleback College. The campus bus stop is at the bottom of a hill at the College Drive entrance that ends in a roundabout adjacent to Lot 13. Saddleback College and OCTA have a special bus ride pass program available.
  • MV Shuttle: There is also MV Shuttle, a local service for Mission Viejo area residents, which has a stop at Saddleback College (same as the bus stop area) and many other city destinations for free, Monday through Friday (except holidays).

Additional Information for Specific Groups

Certain groups, such as carpoolers and drivers dropping off students, have specific parking considerations.

  • Only one parking pass per vehicle needs to be presented when students are carpooling.
  • Drivers of students being dropped off and/or picked up in Laguna Woods Village are required to purchase a Parking Pass.
  • Students requiring a "walk-in" pass must contact the Emeritus Institute office at (949) 582-4835 to make those arrangements.

  • Our campus is located at 28000 Marguerite Parkway, Mission Viejo, California 92692.

Driving Directions:

  • From the I-5 Freeway: Exit at Avery Parkway in Mission Viejo and head East. Once you pass through Marguerite Parkway and up a small hill, you will enter the campus on your left. Turn right on Campus Drive East and follow it around to the athletic facilities. The stadium will be on your immediate left.
  • From the 241 Toll Road: Heading South on the 241 toll road, exit at Oso Parkway and turn right. Follow Oso Parkway for about two miles, turning left on Marguerite Parkway. Follow Marguerite Parkway for about two miles, turning left into the campus at Medical Center Way. Once on campus, turn left at the first stop sign onto Campus Drive East, then turn right at the second stop sign. The tennis courts and baseball field will be on the left; the pool, gym, and then the stadium on your right.
  • From the 73 Toll Road: Heading South on the 73 toll road, take the Crown Valley/Greenfield exit and turn right. Make a left on Crown Valley, pass over the I-5 freeway, then turn right on Medical Center Way. Follow Medical Center Way up the hill past the hospital, and the entrance to campus is straight ahead. Once on campus, turn left at the first stop sign onto Campus Drive East, then turn right at the second stop sign. You will see the tennis courts and baseball field on the left; the pool, gym, then the stadium on your right.
