Spartan Tuition Advantage: Redefining College Access for Michigan Students
Michigan State University (MSU) is taking significant strides to make higher education more accessible and affordable for students in Michigan. Through the Spartan Tuition Advantage program, MSU is redefining college access and affordability for Michiganders through its tuition-free financial aid program. Announced recently, this initiative aims to cover the full cost of tuition for eligible students, ensuring that financial constraints do not hinder their pursuit of a college degree.
Overview of the Spartan Tuition Advantage Program
The Spartan Tuition Advantage, announced, will cover the cost of full tuition for Michigan high school graduates who have a family income of $65,000 or less and qualify for Federal Pell Grants, awarded to students from lower-income backgrounds. Beginning with the fall 2024 class, this program underscores MSU's commitment to supporting Michigan students and fostering talent within the state.
MSU expects the program to cover more than 6,000 students and cost $16 million annually when the program is fully-implemented in fall 2027.
Eligibility and Application Process
Students do not need to fill out a separate scholarship application for the MSU program, but must fill out the Free Application for Federal Student Aid (FAFSA) to qualify. In-state students who meet the eligibility criteria and complete a FAFSA are guaranteed full tuition coverage. A student’s financial changes could impact future eligibility. The only paperwork eligible students would be required to complete is the Free Application for Federal Student Aid, or FAFSA.
To be eligible for Spartan Tuition Advantage. Annual submission of the FAFSA is required. Students must continue to meet the annual eligibility requirements to receive this award in subsequent years. There is an award maximum of eight consecutive semesters, excluding summer.

Key Features
Beginning with the 24-25 aid year, newly-admitted, full-time students qualifying for in-state tuition who are Pell-eligible with household incomes of $65,000 or less will have up to 18 credits of tuition per semester covered for up to eight consecutive semesters through a combination of federal, state, and institutional gift aid. There is no application required other than the FAFSA; eligible students with an SAI of 12,000 or less will be packaged based on annually verified information from the FAFSA.Incoming 2024-25 new in-state resident undergraduate admits.
MSU's Commitment to Financial Aid
MSU historically has provided great financial aid packages to in-state students for over 50 years as a means to reduce the financial barriers that can stand between students and their future success through a world-class higher education degree. Since 2006, MSU has covered the total cost of tuition for nearly 12,000 Michigan residents with an expected family contribution of $0, totaling more than $387 million in aid. The university launched a new financial aid program, Spartan Tuition Advantage, that will automatically cover the full cost of tuition for all Pell Grant-eligible Michigan high school graduates who have a family income of $65,000 or less, starting with the fall 2024 class.
This increased investment in Michigan’s next generation of innovators and creators demonstrates MSU’s pledge to growing talent in the Greater Lansing area and beyond to ensure the state’s competitiveness. The investment builds on MSU’s current annual investment of $224 million in student financial aid.
According to Executive Director of Admissions John Ambrose, the Spartan Tuition Advantage program is an underpinning of MSU's commitment to being Michigan’s state university and helping every Michigan high school graduate see a higher-education degree at Michigan State University as an attainable goal. Ambrose emphasizes that when students choose to be a Spartan, MSU will equip them with the tools and resources needed to be successful, and this new financial aid package is yet another tool.
Comparison with Other Michigan Universities
MSU is one of the first institutions in Michigan to offer a tuition-free scholarship to in-state residents. Other Michigan universities and colleges also offer tuition-free guarantees. The University of Michigan in Ann Arbor has the Go Blue Guarantee, a tuition-free guarantee for in-state students who come from families who make $75,000 or less a year and have less than $75,000 in assets. Wayne State University announced its Wayne State Guarantee, which covers tuition and mandatory fees for students with family incomes of $70,000 or less.

These types of tuition programs aren't new but are growing in popularity. The majority of such programs are for Michigan residents and are typically tuition-only, although eligibility criteria and other details vary.

The 15 public universities in Michigan are committed to providing a quality education at an affordable price. Many universities now offer free tuition programs for some of our state’s students with the highest need. Each program has additional restrictions and/or requirements.
Here’s a brief overview of some of the free tuition programs offered by other Michigan universities:
- Central Michigan University (CMU) Tuition Advantage: MI resident, family AGI and family assets ≤$65K each, Pell Grant eligible. Mt. Pleasant main campus students only
- Eastern Michigan University (EMU) Eagle Guarantee: 3.0+ high school GPA, Pell Grant and Michigan Achievement Scholarship eligible, family assets of <$60K
- Ferris State University Ferris Pledge: MI resident, Pell Grant and Michigan Achievement Scholarship eligible, Big Rapids main campus students only
- Grand Valley State University (GVSU) Grand Valley Pledge: MI resident, family AGI ≤$50K, family assets of ≤$50K
- Lake Superior State University: No institutional tuition guarantees, but free tuition may be possible by filling out the FAFSA. Additionally, this campus participates in Phase I of the state Tuition Incentive Program (TIP), providing two years of free tuition. MI residents who are Medicaid eligible for 24 months within a 36-month span in middle or high school are eligible for TIP.
- Northern Michigan University (NMU) Tuition Advantage: MI resident, Pell Grant and Michigan Achievement Scholarship eligible. Global Campus students are ineligible.
- Oakland University Golden Guarantee: MI resident, receiving the Michigan Achievement Scholarship, family AGI ≤$70K, family assets of <$50K

- Western Michigan University (WMU) Bronco Promise: MI resident, family AGI ≤$50K, family assets of <$75K
Impact and Significance
The Spartan Tuition Advantage program appears to be an expansion of an existing program with an annual income threshold of less than $26,000 per year. Expanding the threshold to $65,000 a year will bring in a larger demographic of students and families. The median income in Michigan is now about $68,900.
Jamie Jacobs, deputy director of the Michigan College Access Network, describes these types of programs as high-impact, addressing the perception of affordability, which is the No. 1 barrier for students and families thinking about college. Programs like these can make it sound like there's a pathway to affordability and are particularly attractive for helping to fight the messaging that college is largely unaffordable.

Additional Information and Resources
Costs vary, but the general "sticker price" for tuition, fees, housing and food at MSU for the fall and spring semesters is about $27,800. Tuition, itself, is a little over $16,000. The new financial aid program covers tuition only. Other programs are available to help students who need help with things like fees, textbooks and the cost of room and board. The Spartan Tuition Advantage will dovetail with the Michigan Achievement Scholarship program, expanding "the reach to help more Michigan students attend MSU."
MSU is waiving its $65 application fee for all in-state applicants if they apply to the school by Oct. 21. The announcement comes as the university celebrates Michigan College Month with the Michigan College Access Network. From now until Oct. 21, MSU is waiving the application fee for all in-state applicants, encouraging students to apply for college and financial aid as soon as possible.
