University of Illinois Willard Airport: A History of Innovation and Growth

University of Illinois Willard Airport (CMI), located south of Savoy in Tolono Township, Champaign County, Illinois, has a storied past intertwined with the University of Illinois and the broader aviation landscape. Also known as Champaign-Urbana Airport, CMI has grown from a World War II training facility to a vital transportation hub for the region.

Early Years and Transition to Civilian Use

The airport's origins trace back to 1943 when the United States Army Air Corps built it as a training facility during World War II. However, by 1945, with the war's end, the military decommissioned the airport and transferred it to the University of Illinois. This marked a significant turning point, as the university repurposed the facility for research purposes.

The airport was officially dedicated on October 26, 1945, and transitioned to civilian use. Regular airline service commenced in 1954, setting the stage for its future role in commercial air travel.

Growth and Development

The early years of commercial operation saw steady growth. In 1960, a terminal building was constructed to accommodate the increasing number of passengers. This terminal served the airport until a new, modern facility was completed in 1987. By 1969, Willard Airport had become the second-busiest airport in Illinois, a testament to its growing importance in the region. Ozark Air Lines serviced the airport by 1959.

The airport is named after Arthur Cutts Willard, who served as University President from 1934 to 1946 and oversaw the construction of the airport. He was also responsible for developing the ventilation system used in the Holland Tunnel.

Challenges and Adaptation

The Airline Deregulation Act of 1978 brought significant changes to the aviation industry. Many airlines found that serving smaller airports like Willard was no longer economically viable. This led to a period of adaptation and the need to find new strategies for maintaining and growing air service.

Until 2014, the airport was home to the University of Illinois Institute of Aviation, a renowned research and pilot training facility. The university trustees voted to shutter the institute in 2011 while allowing enrolled students to complete their studies. Traffic at Willard airport declined significantly from 2005 to 2013.

Noteworthy Events

Willard Airport has experienced a few unusual events throughout its history, including a memorable incident on January 21, 1998, when Air Force One became stuck in the mud. The pilot opted to enter the main taxiway from the ramp using a feeder taxiway with an unusually large angle. Due to the wide turn, the right main gear left the taxiway and slipped into the soft turf, causing the aircraft to be lodged in the mud. A backup aircraft was required to transport President Bill Clinton after a speaking engagement at the University of Illinois' Assembly Hall.

On September 9, 1978, a Piper PA-31-310 Navajo crashed near CMI. The aircraft encountered an engine failure, and the pilot in command was unable to maintain the minimum safe flying speed. The plane stalled and ultimately spun, killing all six on board. On May 17, 1997, a Piper PA-38-112 Tomahawk crashed after performing a touch and go landing. On January 18, 2017, a Robinson R22 crashed while operating at CMI. The aircraft was attempting two auto rotations at the time when the helicopter skidded across the runway and flipped over.

Modernization and Expansion

In recent years, Willard Airport has focused on modernization and expansion to better serve the needs of the community. In January 2023, the airport announced that larger planes will service Dallas-Fort Worth and that expanded service will be offered to Chicago O'Hare. The airport also announced plans to expand the passenger terminal and TSA facilities as well as to upgrade the taxiway design to remain aligned with FAA standards.

The cities of Urbana and Champaign are joining the University to invest in the expansion of Willard Airport at the University of Illinois in Savoy, Illinois.

A key aspect of the plan for the Willard Airport expansion involves introducing leisure-class passenger service to popular tourist destinations such as Florida, Nevada and Arizona. “We only serve about 20% of the travel demand in our area,” Bannon said. “The remainder of people drive to other airports, and we’re trying to recapture those. That’s really the goal - create onsite jobs, allow people to save money spent driving to other airports and paying high parking rates. The airport is now seeking an additional $500,000 from alternative donors like local governments and employers. Bannon said the airport cannot fund the initiative independently due to federal restrictions, so the money has to come from the community. Willard Airport is also continuing efforts to pursue a carrier that can offer direct flights to Washington D.C., which is another service in high demand. Previous renovations made to the airport in 2023 involved bringing in larger aircraft, more frequent flights and first-class seating options.

According to Tim Bannon, Executive Director, construction will begin in 2024 and be completed in early 2026.

Airlines and Destinations

The airport is primarily served by American Airlines and United Express. American Eagle has two daily flights to Dallas Fort Worth International Airport on 75-seat ERJs and two daily ERJ flights to Chicago's O'Hare International Airport on ERJ-170’s.

Passenger Traffic

For the 12-month period ending December 31, 2021, the airport averaged 127 aircraft operations per day, or roughly 46,000 per year. This includes 70% general aviation, 28% air taxi, <1% military, and <1% commercial.

Navigating the Terminal

CMI Airport, with the airport code CMI, has one terminal building with two levels. The lower level is for arrivals and baggage claim, while the upper level is for departures and ticketing. The terminal has a total of six gates, with two gates on the east end and four gates on the west end. Passengers can easily navigate the terminal as it is not too large and has clear signage throughout. Restrooms, ATMs, and vending machines are available throughout the terminal. There is also a gift shop and a restaurant located near the security checkpoint.

American Airlines and Delta Air Lines operate from gates on the east end of the terminal, while United Airlines operates from gates on the west end of the terminal.

Willard Airport is a significant economic engine for Champaign County. In 2016, the Champaign County Economic Development Corporation commissioned an Economic Impact Report that found the airport had a total of $74,325,994 annual economic impact and a $204,000 daily impact within Champaign County. The 23,266 visitors coming to the area each year because of the airport helped created 112.8 jobs locally. Further, the airport was found to generate $10.2 million in annual tax receipts and $2.3 million in annual local taxes.
