The institution that would become UNC Pembroke began as the "Croatan Normal School," established by the General Assembly on March 7, 1887. This decision was influenced by a local petition sponsored by North Carolina Representative Hamilton McMillan of Robeson County. McMillan's support for the school was tied to his interest in Native American history and culture.
The Croatan Normal School opened in the spring of 1888, with one teacher and 15 students, with the mission of training American Indian public school teachers. Initially, enrollment was limited to American Indians from Robeson County. Over time, the school underwent several name changes, reflecting evolving perceptions and designations of the local Native American population. In 1911, it was renamed the "Indian Normal School of Robeson County," and in 1913, it became the "Cherokee Indian Normal School of Robeson County."
In 1939, the institution became a four-year college, and in 1941, it was renamed "Pembroke State College for Indians." The following year, the college began offering bachelor's degrees in fields beyond teaching. In 1945, the college opened its doors to members of all federally recognized tribes. The name changed again in 1949 to "Pembroke State College," and in 1953, white students were admitted, with a limit of forty percent of the total enrollment. Following the landmark Brown v. Board of Education decision, the college became "Pembroke State University" in 1969, and in 1972, it joined the University of North Carolina system. The first master's degree program was introduced in 1978.

The university campus is located just north of Pembroke, behind N.C. Highway 711. Its central hub is the Chavis University Center (UC), with the UC lawn serving as a space for student activities and expression.
