A Storied Past: Tracing VSU's Historical Evolution
The history of VSU is a testament to its enduring commitment to education and development. The institution's roots can be traced back to 1924 when it was established as the Baybay Agricultural School through a Provincial Board Resolution. Over the years, it underwent several transformations, reflecting the evolving needs of the region and the nation.
- Early Years: In 1934, the school was renamed Baybay Agricultural High School (BAHS).
- Commonwealth Era: It was later converted into the Baybay National Agricultural School (BNAS) with the approval of Commonwealth Act No. 313.
- Post-War Transformation: BNAS was converted into the Visayas Agricultural College (VAC) by virtue of Republic Act (RA) No. 2831, issued on June 19, 1960.
- ViSCA Era: The institution attained rapid growth and development following its conversion into Visayas State College of Agriculture (ViSCA) on May 24, 1974, through Presidential Decree (PD) No. 470, amended by PD No. 700 on May 12, 1975.
- Briefly LSU: ViSCA became Leyte State University (LSU) through RA No. 9158 issued on August 11, 2001.
- The Birth of VSU: LSU became Visayas State University (VSU) on April 27, 2007, by virtue of RA No. 9437. VSU’s mandate covers the entire Visayas region.
This journey from a small agricultural school to a comprehensive university system demonstrates VSU's adaptability and dedication to providing relevant and high-quality education. With the approval of Republic Act No. 9437, the college was officially referred to as the Visayas State University from 2007 onwards. From there, the government developed two more Zonal Agricultural Universities in Mindanao and central Luzon to complement Visayas State University's thrust for accessible education.

Research and Extension: Driving Innovation and Development
Research is at the heart of VSU's mission, propelling it to national and international recognition. VSU formulates research programs that aim to develop, improve, and verify appropriate farming and socio-economic technologies through basic and applied research adoptable at small-farm level in the country. The university's research focuses on the needs of the Visayas region, providing farmers with opportunities to acquire knowledge and skills for the improvement of their productivity, efficiency, and well-being.
VSU's research endeavors have concentrated on crops identified with the poor, like root crops, abaca, and coconut. This led to VSU establishing three national research centers:
- Philippine Root Crops Research and Training Center (PhilRootcrops)
- National Abaca Research Center (NARC)
- National Coconut Research Center in the Visayas (NCRC-V)
Through time, VSU established additional research institutes to respond to the current needs of the region. VSU hosts 11 research centers intended for research and graduate studies. This includes two (2) national centers: Philippine Rootcrop Research and Training Center and the National Abaca Research Center; three (3) regional centers: National Coconut Research Center - Visayas, Regional Climate Change Research and Dev.
The Department of Pest Management: A Pioneer in Plant Protection
The Department of Pest Management (DPM), formerly the Department of Crop Protection (DCP) and later the Department of Plant Protection (DPP), is one of the pioneering departments of the College of Agriculture. It began in 1974 through the efforts of Dr. Fernando A. Bernardo and Dr. Emiliana N. Bernardo.
Its primary instructional responsibility is to train students (both undergraduate and graduate) in the areas of Plant Protection, Plant Pathology, Entomology, and Weed Science. In addition to instruction, the staff of the department also conducts activities in research, extension, and production in consonance with the program of the Visayas State University. The department consists of four sections equivalent to the four fields of specialization, namely: Entomology, Plant Pathology, Weed Science and Vertebrate Pests.

Key Initiatives of the DPM
- Plant Pest Clinic: Established in 1978, the Pest Clinic was the first of its kind among all state colleges and universities (SCUs) in the Philippines. It serves as the extension arm of DPM in assisting farmers, researchers, students, and development workers in the identification and control of various plant pests.
- Natural History Museum (Museo ng Kasaysayang Likas): Formally established in the mid-1970s as a Biological Museum, it houses more than 800,000 biological collections of plants, animals, and other biota that serve to document the biodiversity of the region and the country.
- Mushroom Production Training: DPM offers training in mushroom production to provide a profitable source of additional income and food in rural communities where agricultural wastes are abundant.
VSU's Commitment to Excellence
VSU is awarded by the Commission of Higher Education of the Philippines as Center of Excellence in Agriculture and Agricultural Engineering and Center for Development in Development Communication. VSU continuously upgrades its manpower capabilities by sending and endorsing its faculty and staff for graduate scholarship programs in reputable universities here and abroad. The university has an international tie-up with Erasmus Mundus of the European Union and the Australian Centre for International Agricultural Research (ACIAR), which gave way for several VSU faculty and staff to obtain overseas study grants. From ViSCA’s humble beginnings with only three (3) teaching staff, VSU’s current teaching force is powered by almost 300 faculty members, and 400 research and support staff with a great number of doctoral and master’s degree holders. VSU constantly produces quality graduates that land as topnotchers in various licensure exams administered by the Professional Regulations Commission (PRC). Presently, VSU offers 29 undergraduate and 46 degree and non-degree graduate programs distributed in the 12 colleges of the VSU system. From the original forty-six (46) students in 1924, we now boast of a strong population of more than six thousand (6,000) students in the Main Campus alone.

As you explore VSU’s beautiful campus, you’ll encounter many sculptures and artworks representing the Philippines’ rich cultural heritage. In Filipino mythology, Malakas (meaning “strong”) and Maganda (meaning “beautiful”) are considered the first man and woman in the world. According to legend, the god of the skies saw the world as empty and barren, so he sent a great bird to explore the Earth. The bird flew around tirelessly until it grew exhausted and angry. In its fury, it began to peck at a giant bamboo stalk. Together, they brought life, beauty, and strength to the Earth. Visayas State University is easily accessible from Baybay City proper. You can take a tricycle or habal-habal (motorcycle taxi) to reach the campus, only about a 10-minute drive away. Visitors are welcome to explore the campus independently, but for a more immersive experience, you can arrange guided tours. The campus offers visitor-friendly amenities, including cafeterias, convenience stores, and comfortable seating areas.
Admissions and Financial Aid
All new Visayas State University applicants are required to pass the university's College Admission Test to qualify for enrollment. While online reservation for slots is available for test-takers at the main campus, other testing sites will be first-come first-serve. Students will be admitted based on their score in the test (70%) and their high school GPA (30%). It's also worth noting that different quotas are set for various degree programs. If a student gets accepted to their choice of study, they can contact the Registrar's Office and begin enrollment from there. Transferees are also required to bring X-ray plate and result, as well as CBC, Urinalysis, and Fecalysis result as bases for issuance of the medical certificate. As the university is covered by the Universal Access to Quality Tertiary Education Act, all students are entitled to free tuition and other miscellaneous fees. However, they are still expected to pay for dorm fees, OJT, and student teaching fees if applicable.
