Volusia United Educators: Enhancing Benefits and Teacher Support in Volusia County Schools

Volusia County Schools and Volusia United Educators (VUE) have historically demonstrated a commitment to improving the working conditions and benefits for teachers within the district. Through collaborative bargaining and a shared vision for educational excellence, they have implemented various initiatives aimed at attracting, retaining, and supporting educators. This article delves into the details of these benefits, highlighting the key components of the agreement and their impact on the teaching community.

A New Contract Agreement

Volusia County Schools and its teachers union, Volusia United Educators (VUE) Instructional, reached a tentative agreement on a new contract. This agreement, which still requires ratification, outlines several key improvements in compensation and benefits for instructional staff. The settlement marks the end of an impasse that began on Sept. 25, following five bargaining sessions. Teachers had previously rallied, urging the district to increase its cost-of-living offer.

Key Provisions of the Agreement

The agreement includes several provisions designed to enhance the overall compensation and benefits package for teachers:

Cost-of-Living Adjustment

All instructional staff with one or more years of service will receive a 2% cost-of-living adjustment. This adjustment aims to help teachers cope with rising living expenses and maintain their purchasing power.

Salary Increase

The base teacher salary will start at $50,000. This increase is intended to attract new talent to the district and ensure that starting salaries are competitive with other districts in the region.

Teacher Salary Increase Allocation

Teachers will receive an additional 0.65% salary increase from the Teacher Salary Increase Allocation. This allocation is funded by a $2.1 million budget approved by lawmakers for Volusia County.

Bereavement Leave

Teachers will now receive two days of paid bereavement leave. This benefit provides teachers with time off to grieve and attend to personal matters following the death of a family member.

Retention Supplement

The retention supplement multiplier will increase by $2 for each year of service. This increase is designed to reward experienced teachers for their continued commitment to the district. Qualifying teachers will receive an annual retention supplement ranging from $375 to more than $5,000 for teachers with more than five years of experience at Volusia County Schools. Longevity supplements between $100 and $1,500 are provided for those with at least 11 years of service.

Impact on Teachers

These enhancements are expected to have a positive impact on teachers in Volusia County. By increasing salaries and providing additional benefits, the district aims to improve teacher morale, reduce turnover, and attract highly qualified educators to the region.

Superintendent Carmen Balgobin emphasized the importance of employees, stating, "Our employees − every single one of them − matter to us. They are at the heart of everything we do in Volusia County, and we will always do what’s best for our teachers."

Volusia United Educators - Retired

Volusia United Educators also extends its reach to retired members through Volusia United Educators - Retired. This organization is open to any retired or pre-retired member of VUE, as well as members of other school districts, colleges, or universities from other education unions in Florida or across the nation. This active group holds monthly meetings with guest speakers who present on matters relevant to education and retirement, such as political issues affecting education, retirement, social security, and Medicare.

Members of Volusia United Educators - Retired are actively involved in their communities, contributing volunteer hours to schools, churches, civic, and other community organizations. The organization also provides an annual grant/scholarship opportunity for current Volusia County teachers to enhance their classroom learning environment. It is part of the Central Labor Council of Volusia and Flagler Counties and has representation at FLARA (Florida Alliance for Retired Americans), a branch of the national Alliance for Retired Americans (ARA).

Vision for the Future

Volusia County Schools’ vision is to create life-long learners prepared for an ever-changing global society. By investing in teachers and providing them with the support they need, the district aims to create a positive learning environment for students and ensure that they are well-prepared for the challenges of the future. The agreement reflects efforts to address key areas, including raising the salary for starting teachers and increasing retention pay for mid-year and veteran teachers as they continue to make a lasting impact in classrooms.
